Health Care and Rehabilitation Services (HCRS) is a major community mental health agency, providing comprehensive services for mental health and substance abuse issues to community members across Windsor and Windham counties. One of Vermont’s largest state-designated community mental health centers, HCRS serves almost 5,000 individuals each year through our five major service programs: Adult Outpatient, Children’s Division, Community Rehabilitation and Treatment (CRT), Developmental Services (DS), and Windham/Windsor Recovery Assistance Program (WRAP).
